As a general rule of thumb, I do not recommend VPNs that are legally based in the UK.

The reason for this is because the UK is a bad jurisdiction for privacy, especially for companies that handle private data. Authorities in the UK have enormous power to coerce companies to collect and hand over customer data, which was greatly expanded with the Investigatory Powers Act. This means that a UK VPN service could be forced to log customer data, while also being prohibited from disclosing this to their users.

The UK is also an official member of the Five Eyes alliance, along with the US, Australia, Canada, and New Zealand. As a member, data collected by UK authorities is also available to the other Five Eyes member countries.
