Why are VPNs slow in China?

But if you wanted to create your own VPN company based in Beijing that would help other Chinese residents evade restrictions, that would probably be a bad idea.

Bottom line: Using a VPN in China for personal use is legal and very common, provided you aren’t using the VPN to do illegal stuff.
